Professor Kim received his law degree from Hanyang University, School of Law in 1984. He received his bachelor's degree in law from Seoul National University, School of Law in 1970. He was the Professor of International Law, in the Faculty of Law, Korea Maritime University (KMU). Dr. Kim was the Director, Center for Study of Social Science and President, University Museum affiliated to the KMU. His initial career was in the Republic of Korea Navy. He was the deputy JAC, Headquarter ROK Navy. He lectured international law and ocean policy in the Command and Staff College, ROK Navy as the Dean of the Faculty. He was a member of Korean Delegation for the UNCLOS-III. And he had been the President, Korean Society of International Law during 2002~2003. His published works included, Korea and the Law of the Sea (Busan: Hyosung Publishers, 1999), a crucially influential work and an important writing to study Korean perspectives in ocean policy. Dr. Kim is the President, Ryo-Hae Institute, a research center for study of the law of the sea, located in City of Busan.
